Zimmerman's Law.
Regardless of whether a mission expands or contracts, administrative overhead continues to grow at a steady rate.
Zisla's Discoveries.
(1) A good administrator tries to do as little as possible; a bad administrator tries to do as much as possible. (2) Don't concern yourself too much with the "bottom line." There will be a new one tomorrow or even before. (3) It doesn't matter how many catastrophes you survive, living will still kill you. (4) It is possible to paint zebra stripes on an elephant but it won't do much good as a disguise: The zebras will know it is still an elephant, and even though they will be puzzled, maybe even confused, so will the other elephants.
